General information:

Kołobrzeg, one of the oldest towns in Poland is situated on the Parsęta river in the central part of the Polish Baltic Coast. It is one of the largest towns in the West Pomerania region with a population of 44,876.
Ancient Kołobrzeg was not located on the site of the present-day town and port, but 4 km further up the Parsęta river in what is today the village of Budzistowo. The first settlement was established there at the turn of the VIII century. In 1000 Boleslaw Chrobry, King of Poland, established the first Bishopric in West Pomerania there.

A new town arose on the east side of the Parsęta river, near the seacoast and a field abounding with many brine springs. In 1255 Kołobrzeg was granted civic rights under Lubeck law, and at the turn of the XIV century it became a member of the Hanza Union.
The many brine springs located on both banks of the Parsęta river, at a distance of 1 km from its estuary, provided a strong foundation for the prosperous economic development of Kołobrzeg. Even today, forty different brine springs and also rich deposits of therapeutic mud form the natural basis for the existence and permanent development of a resort complex. In the past, salt extracted from brine was the main commodity of Kołobrzeg's trade.

Fishing and herring trade as well as agriculture made significant contributions to the town's economic development.
At the turn of the XVI century, when Kołobrzeg had passed under the Brandenburg reign Kołobrzeg's economy went into decline. A total collapse occurred under Prussian reign when the town was changed into a fortress, systematically destroyed during the wars.
In the XIX century the natural therapeutic properties of local brines were discovered and the first resorts were established.
During the Second World War Kołobrzeg played the role of a fortress town again, begins one of the strongest elements of the so called Pomeranian Wall - a long line of extremely powerful fortifications built by the Nazis in West Pomerania. After heavy fighting on March 18th 1945 the town was liberated. It was the first Polish seaport liberated in the war, so on that day a symbolic ceremony of matrimony took place between Poland and the sea.

Today's Kołobrzeg is mainly a well-known natural therapy resort with numerous sanatoriums specialising in the treatment of respiratory and circulatory ailments, metabolic and endocrinological malfunctions and diabetes.
Kołobrzeg is the 6th largest commercial seaport in Poland (after Gdynia, Gdańsk, Szczecin, Świnoujście and Police). It is the homeport of Polish Baltic Shipping Co. (Polska Żegluga Bałtycka) - one of the busiest ferry operators in the Baltic area. There are many fishing and fish processing companies (mainly in the private sector) operating there as well.
The port has been owned by local community since 2000 year.

The commercial port of Kołobrzeg is situated on the east bank of the Parsęta river at its estuary into the Baltic. The entrance of the port is formed by two slightly curved breakwaters, east breakwater has been prolongated about 150 m (totally about 500 m) a new west breakwater has been already constructed and it extends about 420 m. Entrance now is about 84 m wide. Navigation lights changed.
The port accepts vessels up to a length of 85 m, and a max. draught of 4.70 m - fresh water for a minlow water 507 (vessels up to 2000 DWT).
In the vicinity of Kołobrzeg, the coastal current flows across the entrance of the harbour. With winds from the NE, through the E, to the SE it sets W, and with winds from the NW, through the W, to the SW it sets E. With winds from the NE, through the N, to the NW the current may set either E or W.

The coastal current is strongest when gales blow parallel to the coast, and may then reach a rate of 2.5 knots.
The current of the river flows outwards, usually at a rate of 1 knot; after heavy rains it can often attain a rate of 3 knots; when ice is in motion, however, it may reach 5 knots.
In the summer the level of the water usually falls 0.3 m, and during all seasons short water level variations may occur depending on weather (wind) conditions.
The coastline does not provide the harbour with any natural protection against waves and wind. At higher sea levels, entering the harbour is difficult and may be dangerous. During strong gales vessels should not attempt to enter but stay at sea. The Port Regulations impose conditions on pilot embarkation, which may be performed with the sea state at 4°B, and the wind force up to 5°B.
Pilotage is required for vessels exceeding 40 m LOA. Vessels should send request for pilot at least 1 h before arrival at the roads. Pilot boards about 0.5 Nm from the port entrance. Pilotage, mooring and (if necessary) towage services are handled by Pilot Service Ltd. and are available 24 h.

For radiotelephony connections should be used VHF Channel 12.

The entry to the port is presently under reconstruction, which, temporarily may cause delays in vessel traffic. The completion of work is expected at the end of 2009. A newly built western breakwater extends about 50 m over the old one. Warrning lights are positioned there.

Port facilities

The port provides quays for commercial use to a total length of 2,500 m (including the fishing port) and maximum depth from 5 to 6 m. Commercial quays are situated at the eastern part of the port. At the western part there is located the Fishing Basin (Basen Rybacki) and quays belonging to the shipyard.

There is a turning field within the port for vessels with lengths up to 100 m. Though it should be noted that the port entrance limits do not allow such vessels to pass through.

The cranage equipment consists of several mobile cranes with lifting capacities of up to 16 t.

Charges

All rates quoted in this chapter are subject to change over a year. The prices are given for evaluation pur-pose. Since 2000, the Port of Kołobrzeg is managed by Zarząd Portu Morskiego Kołobrzeg (Port of Kołobrzeg Authority), being municipal institution. It is ZPMK who sets port/pilotage tariffs.

  • The tariff rates are expressed in Tariff Units (T.U.). The equivalent of 1 T.U. is EUR 0.30.
  • The tonnage dues, towage and boat-men charges are levied on gross capac-ity of the vessel (V=volume), arising from the product of her total length (L), breadth (B) and draught (D) as per summer mark, but for the purpose of calcu-lations of charges, the total capacity V of the vessel is to be rounded up to the full cbm. In case of dispute, the figures contained within the Lloyd's Register of Shipping are obligatory.

Pilotage

The charges for pilotage services are quoted according to the Pilot's tariff for Pilotage Services in the Port of Kołobrzeg and Ustka.

  • For cancelling the pilot services after his departure from the Pilot Station, a lump sum charge of 30 EUR will be levied.
  • For pilot's assistance of vessels without certain dimensions the charges are lev-ied according to their agreement, but in an amount of not less than 30 EUR for each commenced 30 minutes of the pilot's work.
  • For towage ships from one berth to another in port, charges amount to 50% of the rate.
  • For the waiting time of the pilot to start manoeuvres up to 30 minutes, a charge is not levied. For each com-menced a charge of 30 EUR will be levied.
  • Pilotage service charges are increased by:
    • 50% - week-days (22.00-06.00)
    • 50% - weekends and solemn days (06.00-22.00)
    • 100% - weekends and solemn days (22.00-06.00)
    • 100% - such days as: 3 May, 24, 25, 31 December, 01 January, 1st day of Easter (14.00-22.00)
    • 200% - such days as: 3 May, 24, 25, 31 December, 01 January, 1st day of Easter (22.00-06.00)
  • The tariff rates do not contain V.A.T.

Agency service

Prices are given according to the "Agency Fees in Polish sea ports" of the Polish Shipbrokers' Association, valid from July 2008.

  • The scale of agency fees, adopted by the Association, based on vessel's summer maximum loadline dead-weight and expressed in PLN covering clearance, port operation and ship's husbandry, is to be regarded as the recommended minimum rate level to be charged by the Agents.
  • Owners, respectively Operators, shall place the Agents in funds, covering the estimated disbursements, in advance, but latest on vessel's arrival. For late remittance of funds Owners will be charged an interest of 5% per month or pro rata.
  • Agents are not responsible for currency exchange losses on any sums held for the account of the Owners or which they have to receive or pay.
  • The agency fees do not include any percentages, petties, bank charges, fares, deliveries of cash to Master or parcels, advertising, travelling, etc. which will be charged separately.
  • Should Owners require the Agents to undertake full processing and settlement of claims, the Agents are entitled to a separate remuneration as mutually agreed.
  • Vessels discharging and loading bulk or liquid cargo of one grade will be charged a basic fee separately for each of these operations.
  • Vessels arriving with inward cargo and sailing in ballast, or vessels arriving in ballast and sailing with outward cargo shall have a basic fee applied only once.

Surcharges

The following surcharges are to be added:

  • vessels carrying cargo in bales, bags, packages, containers, boxes or pallets, otherwise unitized, also forest and steel products: 10%
  • vessels carrying mixed cargo of two or more distinctly different commodities, liquid, bulk, unitized, vehicles: 20%
  • gas tankers (cbm tank capacity substitutes DWAT on the basic fee scale; surcharge applied on cubic metre tank capacity):
    • up to 10,000 m3 cargo capacity: 30%
    • over 10,000 m3 cargo capacity: 20%
  • pure car carriers: 20%
  • reefer vessels: 20%
  • ro-ro vessels: 20%
  • vessels cleared on roads:10%
  • attendance to crew members/persons:
    • joining or leaving the vessel (per person): PLN 80.00
    • those hospitalised or requiring medical care, left behind (per person per week): PLN 200.00

Reductions

The following reductions are to be subtracted:

  • vessels entering the port for replenishing bunkers, water, provisions, seeking shelter in case of adverse weather or damage: 50%
  • vessels entering the port to seek medical assistance: 25%
  • vessels entering the port or shipyard for repairs or dry docking: 75%
    but increased by the fee of PLN 80.00 per day.
  • newbuildings leaving the shipyard: 75 %
  • arranging delivery/redelivery on or off the Time Charter: 35%
  • attending as a supervisor or owner's protecting agent when vessel is consigned to and handled by another company acting as Charterer's Agents: 50%

Liner agencies

  • Freight commissions cover announcing sailings, tariff information, marketing and sales, issuing freight documents, collecting and remitting freights, etc. It amounts to:
    1. outward cargo:
      • canvassed and booked: 5%
      • handled but booked elsewhere: 2.5%
    2. inward cargo:
      • canvassed and booked: 2.5%
      • handled but booked elsewhere: 1.5%
      • collection fee on freight for cargo on which no commission has been earned: 1%
  • Should for any reason the required details not be disclosed or are not available, the agents are entitled to charge a commission of PLN 2.00 per ton inwards and PLN 4.00 outwards.
  • Containers and ISO equipment logistic fee (unit handled, controlled, monitored and reported by the agent) per unit PLN 100.00
  • The charges are applicable also in the case of incidental calls of liner vessels, loading or discharging general or containerised cargo, in the absence of a concluded Agency Agreement.
